The significance of transportation to the American way of life cannot be underestimated. There are hundreds of tunnels, port facilities, waterways, and other transportation-related systems - all designed to expedite the movement of people and goods.

The nation's products, once warehouse resident, can now be found in trucks, rail cars, and sea cargo containers. Nearly $8 trillion worth of goods are shipped annually, with another $1.5 trillion added to the global economy from U.S. international cargo movement. Per capita travel, whether for business or pleasure, has increased by 50% over the past 18 years. As a consequence, transportation related expenses account for 11% of the gross domestic product and 19% of the American family budget.

Acts of theft and vandalism are already commonplace for Americans traveling by bus and rail. Highly accessible with large numbers of people concentrated in small spaces, these systems are tempting targets. Associated bridges and tunnels are also quite vulnerable.

With so much product either on the move or stationary and loosely guarded, truck, rail, and cargo container systems are known to be in terrorist crosshairs. Acts of vandalism, theft, and violence are endemic in these as well.
